Technically, yes they can write it but the federal government can enforce federal law regardless of the state statute. This is why the DEA (a federal law enforcement agency charged with enforcing federal statutes) can and does go to California and bust "legal" grown operations and dispensaries.
Also, if the federal government has a conflicting law even state, county and municipal officers are responsible for enforcing it. Does it always happen? No, but if you read into state laws regarding the duties and responsibilities of peace officers it will say in some verbiage that commissioned LEOs must enforce ALL laws that their office is sworn to uphold. Most states make it a crime for a LEO to observe a violation of the law and not take action.
As far as the tiers of law enforcement work, the lowest (statute wise) officer would be a municipal officer i.e. a city police officer and they can enforce city statutes, county, state and Federal law. A county LEO can enforce county, state and Federal. A state LEO works state and federal law. So on and so forth. Basically, you enforce your level and above. Now, there is a federal statute (18 USC 13) known as the Assimilative Crimes Act which allows federal LEOs working on federal land to use the state laws that apply such as traffic code because there are no federal traffic laws and other laws not covered by federal statutes. This is what Military Police and Federal LEOs use when charging state offenses on federal property for a lack of better words.
