A Syclone in Asia?

I was doing a Google search for some Syclone graphics to use for some image editing I'm doing for my dad, when I stumbled across this Wikipedia article in, what I assume, is Japanese, based on the jp prefix.

I thought it was a little interesting because the truck is parked in a spot marked for a much smaller vehicle, it's missing the bed cover, and it has that weird hook between the bed and cab.

As far as I can figure the picture was taken May 5, 2005, and uploaded to the Japanese wikipedia site Nov 2, '06

There are Syclones in Japan. They are much less common than Typhoons however. I was fortunate enough to get to hang out with the Tokyo area SyTy club one evening back in 2000. Great group of people.

What is that bracket between the cab and the bed? It looks kinda like a tie down for a 5th wheel. Any clue where that size liscence plate is from though? I though Japanese vehicles had a different shape?
