fuel pressure fluttering

i read a post today that said the fuel pressure off a guage should read steady. i have a liquid filled fuel pressure gauge on the fuel rail and it fluctuates up and down about 4psi. i just wanted to know if there is something wrong like possibly a vacuum leak?

i replaced my fuel filter and my flutter went away. but i'd say that checking or replacing vacuum hoses wouldn't hurt either.
