Headlight wiring 92 ty

I previously had headlight enclosures with 9003 bulbs in them but had a problem with black inside the housing so I switched to 6054 bulbs. Now when the high beam light is on my bulbs are in low beam and when it is off they are in high beam. I switched the two lower terminals but I still have the same result. Am I doing it right?

it turned out to be the back of the headlights behind the bulbs. I switched back to the 6054s and now the headlights work as they should but with a little mystery. Now when the high beam light is on they are in low beam mode and when it is off they are in high beam. I switched the lower wires and now the light is on all the time just dims a bit. I guess ill put it back correct when I have a minute. I"ll just have to mind I don't high beam anyone
