help with limited boost

my truck will not boost more than 13.1 lbs regardless of manual waste gate setting or spring.
prior it was at 22lbs then all the sudden limited boost in the same day.
i have tried 2 different waste gates with exactly the same results. 12-13 only.

where to look and how to test is appreciated.

What is the condition of the compressor wheel?

IIRC, I thought a guy had similar problems & discovered his compressor wheel was garbage, all chewed up.

its possible
the intake side is beautiful - fins and all no real play
i have to remove down pipe to check other side

it boost real nice and quick to 10 psi then sounds like its breaking up or flooding the plugs fighting for more.
