Main Timing table VS PE advance table

Excuse me if I am off my rocker, but I was reading the P4 document and am left to wonder why making changes to the Power Enrichment (timing) advance table (F80) wouldnt be more beneficial to WOT performance than making changes to the main timing table? It seems to add timing vs rpm when in power enrichment mode.
Thanks for helping me out, just trying to learn.

Well it gives you this option for one reason IMO.

Let's say you have timing tuned at cruise areas pretty well, but it's not aggressive (I'm not saying this is good or bad, just a scenario). When you hammer it, you want a few more degrees of timing. If you have conditions enabling power enrichment mode, you would have the option of adding some timing at that area, without having to mess with the F1 table. So you could help your tip in.

Another scenario (maybe lazy here) is that if you wanted to test a chip with 2 more degrees timing for the track, you don't have to change 30 values, just 3 or 4 entries in the PE timing table, and you could be sure you'd have 2 degrees more timing across the board in boost.

I'll get to that BLM answer in a bit, I'm at work, sans chip info.
