The Typhoon owner got fed up with all the recurring maintenance costs and went to the corner of 8th and 42nd to jump out of the 17th story window, attempting to commit suicide on the hood. The police are attempting to talk him out of it by informing him white vehicles are the bomb. Look at their patrol cars.....rather than go through with the jump, the owner later takes it to the track to try and blow it up and leave it in place.

The fat policeman couldn't fit in his cruiser so took out the front seats, sat in the back and did a Thelma and Steve down the drag strip with his queen.

Let's see, I am assuming (uh oh) that this took place in Tn. So my guess is someone was running blocker for a bootlegger, then got caught in heavy downtown traffic for the Veteran's Day parade.
