My :2cents: would be, after vac leak, partially open throttle. Check for free movement and complete closing. (IAC handles air at idle.) recheck timing with tan wire off. If a pair of wire were reversed I think you'd know it immediately, but make sure ALL wires are fully seated. Maybe you bumped something doing the cap? Check and re-check.

Check to make sure the timing module under the cap is connected up snug. If you took it off make sure you use dielectric grease on the bottom metal part. Then check the timing wire that connects to the ECM. I highly doubt thats it since you didnt mess with it but it helped me. Its the brown wire with a black stripe. It has a black connector on it.
As I flexed the wire the idle would change. I replaced it and the idle smoothed out. Mine just runs shitty until it warms up anyways.
