Rating turbos in HP

I understand flow aspects of turbo chargers. But how can you rate a turbo charger with hp. Like for instance the gt35r is rated for 600hp. The 20G is rated for like 400hp. The 16g is rated for 350. I have seen setups with a 16g turbo make 400 crank hp. How can you rate a turbo by hp when there are a vast amount of applications it could be used on. I think CFM and lbs per minute is all I would be really worried about. How is the hp rating derived?

hp could be guesstimated based on
pressure ratio and flow and efficiency or density ratio and an average volumetric efficiency of about 85% at peak natural aspirated HP.

Not stock, but a modded 20g not sure on the specs made 593hp and 791ftlbs at 24 psi built by the boys at Campbell Automotive :tup:
