Now days its more like 42 state legal, as about 7 other states have adopted California standards. I don't have much experience recently outside of California, but I know what California does.

When California broke off from the federal government and started making its own emissions regulations, the federal government relented and allowed them to make up their own standards. However, there is a rule in place that says you need to meet California standards or Federal standards. One or the other, not a new one.

Smog tests are just "in use" tests. Before a vehicle is ever sold it must be tested at a federal level called Federal Test Procedure, or FTP. An FTP tests emissions outputs from a vehicle from a cold start though an 11 mile drive cycle, hot soak, and another 11 mile drive cycle.

would a 195 stat help with smog?? Does it make a difference on emissions with a hotter motor. I know the cat works better when its hot.

A hotter motor does help. I have a 160 thermostat, but when I do emmisions test, I set my electric fans on for 200 degrees.

In reading all these different state emission testing or lack of, I think I live in the wrong state. I didn't think non emission testing was so widespread, I always thought it was more of backwood area's.

Just register the Sy in NH and you're good... you work up there anyway don't you?

CT had testing and then we were without it for a couple years while they implemented a new system. They got rid of the CT test centers and moved them to local shops and dealerships. Now we are back to the every other year emissions testing. I think we have the same as MA; idle and 2500 rpm for awd and rollers for 2wd. Cost = $20. No safety inspection that I know of.

TEXAS

Emissions counties in the DFW and Houston/Galveston area
In conjunction with the annual safety inspection all gasoline powered vehicles from 2 through 24 years old which are registered or primarily operated in emissions counties will be emissions tested.
1995 and older vehicles will receive the Acceleration Simulation Mode (ASM) test while 1996 and newer vehicles receive the On-Board Diagnostic (OBDII) test.

Please note that 4 wheel drive vehicles will continue to receive the current Two speed idle test.

My Tyclone will be emissions exampt in 3 years. Older than 24 years doesnt need to be tested hehe

Overall width is determined by measuring from the widest part on one side to the widest part on the other side of the vehicle. In some vehicles this may be the dual wheels which would be considered as part of the width. Do not include an outside mirror or mirrors in determining overall width.
