i remember reading this on the list.
there is a TSB also about this.
the dealership made a fix kit for it.
let me search a bit more and i will get you the details.

*edit*

from the list:
I ordered the rear seat anti-flop kit today. A search of the GM database
revealed 8 kits left in existence. Now 7. If you want/need one, I'd get it
soon.

You can also use the rear seat belts with the child looks to hold the
backrest in place and stop the problem. Also makes it harder for a law
officer following from behind to spot that you might not be wearing yours.

I got my flop kit about 3 months ago after waiting for two months for
them to track it down..

The entire rear seat needs to be dismounted..lower supports and
anchors at the wheelwells. Not very hard to do. The kit comes in
two parts. One section attached to the back of the seat itself and
the other part attaches to the bracket at the wheelwell.

It works really well once you get the proper adjustments. Also..

When you put the seat back in place, MAKE SURE the seat belts are not
twisted. Mine are still twisted to this day because I don't want to
go through the whole process again just to turn the seat counter
clockwise a few times..

:)

Hope this helps all concerned..
