Solenoid Bleedoff?

Guys,

I searched and have found some nice pics of the vacuum routing for the turbo solenoid. Thanks, awesome pics!

However, my question is what was the foam material (oil soaked after 10+ years) on the bleedoff (secondary nipple on the right side of the solenoid). Is it necessary to replace this foam?

It's a filter. It keeps crud out of the wastegate actuator.
