Is it a code 35, if so, could be an egr leak.

it's easy enough to check if it's going nuts, just pull the vac line off of it and see if it still sputters, mine had a diaphram in it that was bad, so I just left it disconnected for 2 or 3 months in my Astro, finally got around to filling it full of epoxy this weekend. I strongly reccomend either cutting the vacuum part off and epoxying it or getting/making a block off plate for it, they're a #%#* of a lot easier to re-install then the EGR valve is, those are a dog to remove.

check anything that has to do with fuel pressure i.e. fuel pump, fuel filter injectors lines. don't recommend disconnecting egr for a variety of reasons.
