Testing boost valve

Quick question, if I run the vacuum line directly from the turbo to the waste gate will I have unchecked boost or with the waste gate rod adjustment determine boost? I think my valve is bad making my boost slow to build and 10# or less.. just want to know if the Waste Gate will regulate boost as I assume while its run with the valve bypassed. don't need a 30# spike and a lot of clanking.. lol

Assuming a stock wastegate actuator, running a line directly from the turbo to the actuator will only build boost to "spring pressure". I think for a stock setup, this should be about 8 psi. Having no vac line at all = 30+ psi and boom.
