EGR is still there and need it for emissions. I can turn it off in code$59 tho right?

To think I blew so much cash to waiver after failing with the ROK STOK turbo Capri in '87 & '88.

I would call the state Monday morning and find out the facts about the emissions for your truck. If you are exempt...Yank It!

Its sickening how hot the inake plenum gets with that EGR. With mine disabled, I'm actually able to touch the upper after driving without scalding my fingerprints off.

Is it also possible my stock upper is coked up like the rest of my system was and causing it to be so hot?

Its possible that your upper has slime or biological deposits which reduces the heat transfer efficiency. If a previous owner used tap water instead of distilled water on the system there's a chance the upper has deposits just like the lower did. Microbes love warm moist systems.

I'm EGR delete too with the DutchTy lower cooler. When I finish driving I can touch my upper intake and it's actually cool to cold.
One trick I did when mounting the lower cooler is to use 1/4" spacers between the cooler frame, and the frame rails. Spacing the cooler down 1/4" gets it into the air flow a bit more, but importantly allows just enough extra space on the top of cooler between the cooler and the rad support to keep the hoses from getting pinched or kinked.

How far back do emissions go as far as age of the vehicle? We have our Illinois emissions here...but they don't bother testing 20 year old vehicles <whew>

67 and newer require emissions testing nearly every year. Its a pain in the butt every year one of the vehicles doesn't pass for one reason or another. I'm going to try to remove the egr from the tune and see if that helps things. A fan on the lower would be nice especially at idle for when I'm stuck in traffic.
