Find a turbo sunbird vin... use that.
As scan tools evolve, more and more are forgetting the OBDI stuff. Particularly the niche players like our ECM.
I really can't feel for anybody who doesn't have a scantool of their own.
1) There's Free software available. Tunerpro, scannerpro, freescan.
2) You have cable options:

You obviously have a PC since you're reading this. I have had people plug a home PC into an inverter, load it into the passenger seat. If you don't want to do that, find a computer surplus store near you, and get a laptop. Or ebay, but if you do that make sure they come with a hard-drive that works and a battery + charger. You can find 'em for less than $125.
People will spend $1000s on turbos, coilovers, stereos, but won't cough up $200 for something that could keep your motor from going kaboom? Strange.
