I am curious what makes him "think" it is bad. Is there a reference signal to the ECM (or ECM is showing rpms when cranking) and the driver isn't pulling power (that should be there) to ground? The ECM powers (indicated below) and the Grounds (indicated below) are good (not with an ohm meter)? Most ECM/PCM replacements don't fix a thing...
It is possible that the alarm system intercepts the injector wiring, but usually in the aftermarket don't they intercept the starter wiring? Easy enough to tell:
Does the ECM have power to the injectors circuit (ground side), Does the ECM have ALL the powers and good grounds? If they are there during a crank/no start and the injectors ground side is powered (no ground at the ECM) then the problem isn't the alarm. If they had done the proper diagnosis (as described), they would have their answer....:tdown:

I just talked to him, if its not the Alarm acting up ... he thinks its the ECM.
